Elevator block not working

For some reason when ever me and my friend place elevator blocks we can't use them. Any idea why this is happening?

Check the config to see if xp is enabled to use the elevator. If it is you need xp levels to go up and down the elevators. You could always disable this option if it is enabled.

I can confirm that it is set to XP mode by default.
