Server Help

Ive searched online and have found no tutorials or any assistance on voltz server explosives being defaulted to not work. Everything server wise I have done so correctly like port forwarding, but I cannot understand why explosives are disabled. I already tried to leave spawn and opped myself and none of the icbm explosives are staying once placed. i went into the server ICBM.cfg and checked that the disabled explosives are set to false. What else am I missing?
