  1. Change what you want in a modpack while testing it locally until you are satisfied with the results.
  2. Package up modpack using the proper format and structure.
  3. Upload modpack archive to file hosting service which provides direct download URLs.
  4. Change Technic pack settings to point at the new URL and increment your pack version number.

so doing this will make it so you can go back to the old versions?

No. Having multiple versions (like the primary packs, Tekkit, BTeam, etc.) requires the use of the Solder API which is beyond the scope of this thread. It's basically, "If you have to ask, you aren't ready."
