Use MCPC+ for pluggins but if the server is only between friends I recommend that you set out rules before hand and don't bother with plugins

This is actually a decent time to bring this up as Cheap Shot appears to be reworking the server section. I think the best course of action is to have servers which force users to post (whitelist) should be in their own section.

Tried vanilla textures? If the issue isnt there then it looks like the modpack is at fault

You are allocating more memory than java can claim either: You are using 32 Bit Java and/or You don't have that much RAM spare

BTW Desktops are cheaper and provide more performance than a laptop.

Try reading though the logs for starters..

Add a pause line at the end the script or use the console to run the server

You were afk for most of the time that you were there, I messaged you multiple times without reply. Tp's are disabled due to them being a get out of jail free card, if you mess up you need to deal with it. Also a few regulars offered to come help you but you completely ignored them. The server was never meant to be easy, whilst the starter gear may not be sufficient; Criticizing without providing alternative isn't going to get anything sorted.

Just use solder and its multiple builds feature Dragon Skillz managed to get it working on a free server iirc and you can use Dropbox for your repo.

Give java and the technic launcher admin permissions

I suspect a fix will lie somewhere within admin permissions for the launcher, java as well as UAC
