Make sure you're using the right form of Tekkit (Tekkit Classic or Tekkit Lite). If you need to, delete your tekkit folder (in the launcher folder) and let the entire thing redownload.

AV as in Anti-virus. Allow it and/or your firewall to not check outgoing/incoming connections by the Technic Launcher.

Depends on preference. Voltz gives you a play style focused on specific themes (universal power system, more destruction/warfare), while Tekkit Lite is more varied, with a variety of mods that fulfill a variety of gameplay niches. ^just based on personal opinion

I'm sure there are Bukkit plugins that prevent creeper explosion damage. That is, however, assuming you're using Tekkit Classic and not Tekkit Lite.
