You can still get away with an O'Neill colony simply by adding a stabilization ring around the middle, like a pueso-gyroscope. That being said, toroid designs are still worth looking into as well. Oh, and that comment about something better than ringworlds? I already have a good idea about what you're talking about; I've looked at interesting variations on that (my favorite being one regarding both power and data systems; I'm not gonna spoil it.) Never heard of Cyclers, but playing space physics games showed me some bizarre perpetual momentum behaviors that resemble this.

There's some good articles about space habitats out there--the best ones I've seen work on 3 to 4 tiers of complexities. (My favorite, an O'Neill colony, is classified as a tier 2 space habitat.) Feel free to consider the resources needed to make a Ringworld (tier 4,) of course.
