It's used for adding all sub-blocks of a block to the dictionary. One example is for wood planks, they just have to add t once with the wildcard instead of a bunch of times for each metadata. I actually helped fix a bug in Forge recently. It had to do with the OreDictionary and the "wildcard value" being changed from -1 to short.max_value. So yeah, go me!

Now my question is, did you even read the rules before you posted? Not only is it against the rules to ask for ETAs, Minecraft 1.5 has been out for literally, less than 8 hours.
