I wont to ask IF I can make an update for Original tekkit classic 

To MC 1.7.10

Every mod expect charging benches from ic2 will stay same 

Even EE2 will stay

you'll get a quicker response from Technic IRC than here in the forums, if you wish to ask the Technic admins directly.

anyway, you don't need Technic's permission to create a modpack and put it in the Platform. But you can't call it an "official" Technic pack
