Custom Modpack, No mods loading, just vanilla

So I was trying to make my own modpack to use on my server but none of the mods are showing up. It's just vanilla, even though the mods are in the .zip file on Dropbox. Here is the dropbox link  https://www.dropbox.com/s/l8n7v5fct38wjiq/Twilights-end-1.0%20.zip?dl=1

Make sure that in your bin file, you renamed your forge jar to "modpack", and make sure you're using the right forge version.

Absolutely littered with "Mod" mods. Get your mods from a legit site like Curse.
