closed Forge 1.16.1-32.0.108 not loading

Hi, i am trying to create a modpack called TalutahsPlayground, which partially worked fine ...

After installing and starting it, i realized, that the modloading-phase of forge was missing ... checking the options, my suspicions have been confirmed. The Mods-Options and the Forge-Version-Number bottom left were missing.
When i check the the modpacks-folder i found the correct mods and configs and also the modpack.jar was existing ...

I used the Universal-Forge from http://files.minecraftforge.net/maven/net/minecraftforge/forge/index_1.16.1.html which were renamed to modpack.jar

 

Where have i done something wrong, so my forge wont load???

Edit1: doing a Manual Forge-Installation with this Version running these Mods and config works fine.

Do not use the Universal for Forge 1.13+. Use the installer instead. ONLY rename the installer to modpack.jar. Do NOT extract/install.
