server "Permission Denied: Connect"?

When I try to get on my own server, or when anyone tries to get on it for that matter, we get "java.net.socketexception: permission denied: Connect". I have looked at other threads on assorted websites on how to fix this but either it didn't make sense to me, or when I tried it, it didn't work. So if someone can try to help me with this that would be very kind and I would be very grateful.

Java is being blocked by your firewall, if you have windows firewall simply run as admin should solve the issue

Thanks for the response, I just found out about the response now so thats why the delay...I looked and Java is allowed through my firewall, but it has several Java Platform SE Binary listed, could that be it?
