Help Allocating Memory - Need Help

For some reason, my launcher does not recognize the amount of memory I provide. I have set the amount of memory I provide to 3gb in the options tab, yet it thinks it only has around .5gb to work with. (450mb) I have 8gb of memory, a GTX 760, and a good 6 core CPU to work with. So my hardware is plenty good enough.

I have tried nearly everything. I have redownloaded Technic, and redownloaded and updated Java (64bit). I also dabbled into allocating memory through JVM. Though nothing has seemed to work. If you have any ideas I would be very happy if you spoke out, because I just don't know what to do past the basics.
