Can someone identify this particle effect?

Recently tonight, I've been seeing this particle effect show up around me. I don't know what it is, but seeing it means the server is about to crash. Can anyone tell me what makes this effect show up, so I can go about telling the admin what's going on?

That is the magmatic force (magnetic force? magnetic pull?) item, it happens when someone uses that card to teleport to you.

 

Edit: It's called magnetic force for the item name. It is from Random Things.
