Your problem is fine as is. It's a solution you should be looking for, by posting your own bug report.

Teleport pipes or ender chests and lapotron crystals are actually an excellent way to move long-distance IC2 power. There's only so much reason to add more complexity to the system, since it's more processing for a server/processor to keep track of.

PMing moderators/admins for personal attention to your server post isn't a good idea. If you don't get it right the first time, you get to wait until one of us looks at it again. Sometimes that takes a while, since we have lives too. Yours is still sub-par, but it passes approval criteria, so...

Signing your server post is not a good way to get started here. Also, better section separation would be a good idea.

While you are, of course, entitled to use 3.1.1 if you want to, I can personally say that I wouldn't play on a 3.1.1 server any more, since that means I can't play on any of the servers that have updated to 3.1.2, without a lot of effort.

You have two copies each of one or more mods. Either go into the mods folder and delete older ones, or wipe the folder and reinstall, making backups as needed. Also, don't threadjack.
