You can build above the roof of the nether quite fine(ignoring the bedrock barrier), then it will be a heck of a lot harder to get to somebody's base.

Pump needs to be placed directly next to a compressor. That will create snow balls, from there you need to transport it to another compressor to turn it into ice.

The first D in DDOS is distributed. If you are doing it on your computer its just a regular DOS attack if you are doing it on more than one computer (in a different network) then it is a DDOS.
