Depends, if you installed Windows 10 (that released not long ago) on a PC that was made a long time ago then no. Let's check it. Can you get me the latest log from .technic/logs ? Custom modpacks go to Platform Pagoda. Moving Double check /bin/modpack.jar Anything done wrong with that file will result in vanilla minecraft.

The bin directory should include a forge universal jar renamed to modpack.jar. Only one file in your case.

From all the articles I read on that your pc should have the operating system reinstalled to an English system (or other that is your native language), all other solutions can mess with your pc and make it unbootable. You can change the codepage but I don't recommend that and it will be back to 932 when you restart your pc. To change it you would need to run cmd again and type chcp 437 in there and hit Enter, this will make all console apps to forget the yen character and switch it to "\" then you would need to remove the settings.json file (instructions here) again because it contains the old (broken) settings and after that you can run the launcher. If you decide to mess with your codepage setting please report back with findings.

You named forge modpack.jar.exe instead of modpack.jar, also it's the wrong file, I cannot open it to verify what that file is.

According to this page https://downloadcenter.intel.com/product/47341/Intel-Core-i5-520M-Processor-3M-Cache-2-40-GHz- there are no Windows 10 drivers for that graphics accelerator. The support was dropped with Win 8. This hardware is just too old.

What folder did you choose when it asked for the location?

You didn't post that dxdiag statistics file and according to this article http://www.notebookcheck.net/Review-Dell-Latitude-E6410-Notebook.32771.0.html your laptop can be equipped with different graphics accelerators, without that info I don't know which one do you have installed.

The main problem here are old Intel GMA graphics cards. Intel doesn't support those under WIndows 10.

Looks like a problem with your graphics drivers also windows 10.. not again. Can you try this: Windows key + R, type in dxdiag and click run. Click yes if a prompt comes up. Then, click "Save All Information". Copy the entire contents of that file into http://paste.ubuntu.com and post the link like you did earlier. I'm interested in that card's model number.

Disable any antivirus/firewall software for like 10 minutes and run the launcher again, if it fails please upload a fresh log to http://paste.ubuntu.com

If you need java 6 in the year 2015 that means you're doing something wrong or you meant java 8. Java 6 is heavily outdated and half of the modpacks will surely crash right at the start with it.
