I can't play anything on Technic Launcher (Error occurred during initialization of VM/Help Needed!)

Whenever I attempt to open up a modpack, it begins to load, then once the loading process finishes, the launcher quickly flashes on and off of the screen but doesn't open up the game.

I opened the console and in it, I found that it said this after it failed to open:

"Error occurred during initialization of VM
[B#347]  Initial heap size set to a larger value than the maximum heap size
[B#347]  Picked up _JAVA_OPTIONS: -Xmx256M"

I've never had this problem before and I'm not sure what's causing it. I'm able to run vanilla Minecraft outside of the launcher, but not inside of the launcher.

Please download this file, then RightClick->Run as Administrator. 
This should clear Java Settings that are being stored in your OS, which interfere with Technic.
