Forge Won't Load when Launching Mod Pack

Trying to use Technic as an easy way to allow friends to play a custom modpack on a server I'm hosting, problem is when you try to launch the pack from technic forge doesn't load, I've checked over the file structure and all should be fine, but as things aren't working I have done something wrong someone mind telling me why I'm stupid

Whatever forge you included, it is not the installer renamed to modpack.jar. That should be a file around 7MB, not the 200 kb that's included.
