Have you tried tekkit classic/lite? They have all of the older mods. That might be what you are looking for.

To answer the question in the title: NO

Separate singleplayer and multiplayer packs were required only for under-the-hood-reasons, which were resolved by Minecraft 1.3. Tekkit (main) is the direct successor to both Tekkit Classic and Technic.

the whole point of technic as opposed to tekkit is that technic is single player only. there's no longer such a thing as "single player only mods" at this point. it was made obsolete by version 1.3 of minecraft.

As other people have said, you're probably describing tekkit, or possibly tekkit classic. Which mods in specific are you looking for?

That is the Technic pack. It was singleplayer only because before Minecraft 1.3 there had to be a separate mod for installing on the server which many of the mods in Technic did not provide.

I laughed far to hard at this XD. But like Valkon has implied, its not particularly difficult to make a modpack, it just takes some time to sort out conflicts. Its not even as bad as it sounds, its just changing a single number in a config file 99% of the time.
