Is it possible to set ICBM missiles to not destroy blocks, but still damage players? If anyone knows of a config file edit or mod that does this, that would be great. (MCPC+ isn't working on Forge #817 for my server, so I can't use a plugin)

I don't think so, but it may be a config option so I recommend you go look in the server configs and see if it's possible.
