The Internet connection problem can be on both ends, and is probably the problem on your end since all the servers had bad connection at once.

Try putting it in the modpack.jar instead.

Delete the Buildcraft API in the Railcraft folder. Don't use another method which doesn't work, use the one which is proven to work.

The version of IC2 in Tekkit is incompatible with the NEI recipes. Also, this isn't a Launcher bug. Post in the right section next time.

I'm pretty sure when they said that they were updating the server, they meant to a newer build of Tekkit(They're still in 3.0), not to a newer version of Minecraft.

It's a bug with IC2. I think there was a fix, but I have no idea if it will work with the version of IC2 currently in Tekkit.

Then you're doing it wrong. The server is telling you that you don't have Tekkit 3.1.3, therefore you don't have Tekkit 3.1.3.

Upgrade to Tekkit 3.1.3(The Development build).

Metadata Not Found is not the problem. The Metadata is just information on the mod, as far as I know.

You need to delete the Buildcraft API in Railcraft, I think.
