Is there a mod/plugin like this?

I'm searching for a mod/plugin that can do the following:

e.g.: I've got an energy condenser. There are some collectors connected to it. If I put a diamond in the condenser it starts collecting the energy. But if I stop the server it stopps collecting. When I start the server again there will be the same energy as when the server shut down. I need a mod/plugin that can detect the time between the shutdown and the restart, and spin the server forward as many time as the server was offline(e.g.:4 hours). Then I got as many energy and diamond as it can make in 4 hours.

Are there any mod/plugin that can do this?
