Haven't seen a single wither skeleton

My server seems to have no Wither Skeletons on it... I've travelled for miles in the nether, and been back to the same places over and over again, and even the prime spawn areas like crossroads over lava lakes seem to be spawning no wither skeletons at all.

 

In fact, the whole of the nether seems to be almost dead - there are very, very few mobs. I've seen pigmen, the occasional blaze, and my first nitro creeper today (after 2 or 3 weeks of playing). But to date I haven't seen one single skeleton in the nether.

 

Is this a consequence of Biomes O'Plenty ? And is there a config setting I can change somewhere to increase the spawn rate for nether mobs ?

 

I'm using AotBT 1.0.12a.

Wither Skeletons are hostile, therefore theyre a part of the mobcap. They still spawn, but only if its at a fortress like in vanilla and if the mob cap hasnt been hit. IF the cap has been hit, you wont see any new mobs spawn without killing off others.
