This is probably unrelated to anything with your settings and just has to do with Minecraft's login servers being incredibly broken and slow all day today.

Are you using the latest development build or the latest recommend build? You should be using the latest development build.

This has nothing to do with Tekkit. It's just Minecrafts login servers being wonky at the moment. Keep trying to connect.
