There is no such thing as vanilla bukkit when it comes to this. They are all on a modified version of bukkit. (Which may be the root cause of this in the first place)

This happens when the WirelessRedstone.cfg file is saved with just LF line endings instead of CRLF line endings. Usually a result of using an editor like VI to resave the config. Chunk loaders are called Teleport Tethers.They force a chunk to stay loaded even when the player is farrrrr away. ~Magic~

It's possible the fakeplayer IC uses doesn't have permission to do anything. Try to /op [industrialCraft] and see what happens.

You are using the most recent version of the launcher? Try downloading it again.
