Run the technicpack .JAR file. Go to Run -> %appdata% -> .technicpack -> technic-launcher.jar Create a shortcut to that on your desktop. Run that. You still need the .EXE though. Every time there is an update to the launcher, you'll need to run the .EXE

That looks like it's trying to run using an Itanium instruction set. I thought they were only 64-bit, but w/ever. Anyway, there isn't really such a thing as a 64-bit only GPU, and anyway 64-bit OSs will run 32-bit stuff fine - or they should. Could you post the whole error? "etc etc" isn't really that helpful.
