That certain version being a snapshot for Minecraft 1.9. So Minecraft 1.9 was the soonest Mojang added compatability for IPv6. I'm sure you'd love to handle all the users that won't be able to play any of the official modpacks anymore? -

The moment we enable it again, the launcher will cease working for everyone still using IPv4. That's a LOT of the playerbase, and it still wouldn't actually help with the IPv6. -
Yes, you have 4 GB RAM in that laptop. You actually need it available, as in, not in use by other programs.

When we actually supported it, all hell broke loose. IPv4 is still supported by IPv6. -
What were you supposed to do with the Forge file? Check again.

Launcher doesn't launch any modpacks

You started with 8 GB RAM, which didn't work because it was too much. Then you tried it with 10 GB. How about 5-6 GB max? Its just bloody pixelmon after all. -
You got the following issues: Outdated intel graphics drivers. Considering the other issues, there are no compatible newer drivers available. Downgrade java to 8u51 or 8u25. You are trying to allocate 2.5 or 3 GB of RAM, and you simply don't have it available to be allocated. You likely have only 4 GB in the pc/laptop you are using, and even the basic 1.12.2 modpacks already take 4-5 GB. I really suggest looking for an upgrade to whatever you are using.

Because you can't have dropbox generate those zips every time. If I open your modpack zip, I want to see bin/config/mods folders. Not a folder containing those.

That means that you need to update your intel drivers: https://www.intel.com/content/www/us/en/support/detect.html And if that doesn't work, downgrade your java to 8u25/8u51. -

Forge 1.13+ is currently not supported by the Launcher. No ETA for a fix. -

The install file = the launch file. Save it to a location, because if you run it directly after downloading it gets deleted after you close the launcher. -

Check your hosts file. It's on your C drive (C:\Windows\System32\drivers\etc). Use Windows Explorer to find it. Open with notepad, copypaste it to pastebin, put it here. -
Remember that you needed to rename the forge.jar to modpack.jar? Rename it to just "modpack". Also, why is there a mods zip inside your mods folder?

What do you call "quite a long time"? It's quite normal for 1.12.2 modpacks to take well over 3 minutes to start.
