There are a few config options you need to set. Also, you won't need the X there if setup correctly. There's plenty of posts about it on the forums.

I don't think you can set item names from mods or item damage values, eg. if the ID you want to block is "126:3", then you'll have to use [126] and block all item IDs with 126. I'd suggest using ModifyWorld to specify global item ID blocks.

Maybe upgrade your mining drill to a diamond drill after you've got diamonds, then create a batpack (easy) and then later upgrade to a lappack (harder) when you can afford it. These store energy which are used to power tools in your inventory on the go. Lappack is an upgrade to the batpack if you were wondering. Batpack holds 40k eu and the lappack holds 600k eu (I think).

Try moving away and using /setspawn or change the spawn radius in the bukkit.yml to 0. Likelihood is that the default spawn is stopping BuildCraft from building, as it has a 16x16 radius which is indestructible. Either that, or type /op [buildcraft]

From what I can see, items are spewing everywhere. Try getting a plugin like NoLagg which groups items within a certain radius to reduce the amount of item entities on the floor. -
You may want to add getting obsidian and making a nether portal for glowstone which is required in the process of making the transmution table. I wouldn't personally use EE as I feel it takes a lot away from the game as there is no need to make some creative contraptions with machines to get resources needed as you can just get it all in one place. This is just my opinion and perhaps make it optional depending if you agree with how EE works or not. However it's good to try out if you're new.

Rubber and copper for some starting out copper cables? Also used in the electronic circuit recipe iirc. Edit: Made me laugh a little "an equivalent exchange". Do you mean the transmution table? The whole mod is called EE. :P

Is it close to the server spawn? Did you protect an area around it?

Yeah, most machines (if not all) will require electronic circuits which require 2 redstone each, but are powered by electricity. Only the advanced machines require redstone input if you want them to stay on at full capacity.

Is the quarry half inside a protected area? For example factions, residence or towny.

I'd recommend perhaps the "Tekkit with Duncan" series on YouTube, the first few may confuse you as they're overviews, but 3-4(?) episodes in is where he starts from scratch and teaches you what each thing does. It was useful for me at the start and helps you understand the basics of Tekkit. I'd also definitely look into RedPower after you've finished watching his series.

How do you port forward a tekkit server

Either search for a tutorial with your router about port forwarding, or buy a cheap host. It's not hard to port forward if you follow the tutorial correctly, and find the correct one for your router. Also, if you don't have a static IP, you'll need to update your forwarded port regularly when your IP changes. Both your private and public IP will change, so remember to tell your friends the new one if it changes. -

If you go to the sampler, start the CPU check for a minute or 2, then stop it and press "snapshot". Make sure you've got "Methods" selected in the dropdown menu next to "View:" and open the "Server Thread". Then just open the methods with the highest "Time [%]" and you should find your culprit. I previously had an issue where RedPower pneumatic(?) tubes were using a lot of CPU, and found that it only happened when a specific user came on and found a lot of cobblestone looping round his tubes. I'd recommend taking frequent checks on your users, and as mentioned above seeing if it happens when certain users come online, as they are probably what's causing the issue. -
I've never really spent much time using generators in the first place, but the charcoal and biofuel factories sound ineresting. I know I saw someone on my server who made a cactus farm and the cactus dropped into generators, producing some energy. It was an interesting concept.

As said above, I'd recommend creating a treetap and searching for some rubber trees early on in the game. Then take the saplings and grow some around your house. This will help a lot later on in the game. Once you've made a house, I'd suggest making a batbox, some generators (starter power), and then some basic machines like a macerator and an electric furnace. Information about these machines are on the wiki and will probably be the first ones you use. Also looking into BuildCraft pipes to move items around machines and IC2 wires to transfer energy would help if you're new to Technic/Tekkit. EDIT: Get every piece of coal you find, coal is very valuable at the beginning to get a basic energy supply going. Coal is used in generators which is used to create energy. The batbox stores energy. The wires transfer energy between machines. The macerator "grinds" items, for example you get 2 dust per ore. 2 dust can be smelted in to 2 ingots. Also iron. Iron is very important and used in a lot of recipes. EDIT 2: You'll want a normal furnace first to smelt some sticky resin into rubber and iron and copper ore to create the machines. Use only what you need and leave the rest of ores aside for maceration later on. Another note, smelting sticky resin gives you 1 rubber, while putting it in an extractor will return 3 pieces.

Mm, though the last time I checked, OptiFine didn't exist, only MCPatcher which only had 16x - 526x support. Surely you could just decrease the current pack by 2 or 4 and fix any missing details?

I'm pretty sure the minimum is 16x16, and anything smaller would just be a 16x16 pack with 1 pixel taking up 2x2.

Try using a program like VisualVM, it will tell you what part of your server is causing the issues. I can assist you if needed.
