Or use a plugin like Essentials on your server and simply deactivate the creeper explosion damage, they will still explode, but they won't do any damage to the world. It drains TONS of power very quickly. Even if you bump it up to EV current before sending it along, it will still drain much more power than the equivalent number of tesla coils ever will.
