Windows Smartscreen probably autoblocks it without your consent. Certain aggressive antivirus programs can do that. Find a way to disable it, google for instructions If you have further problems then submit a report on the Tracker and read the Tracker Rules and Guidelines. As I said it once, I'll say it again: you have an issue. Issues are reported on the Tracker. If you have an issue / error / crash on a Technic pack then you post your issue / error / crash on the Tracker. The Tracker is the Bug Reports section. The Bug Reports section is the Tracker. That's the place we post errors / crashes / issues.
