big reactors are like the large kiddie lego, for people that cant be bothered to figure out atomic science.

how did you power it? you cannot plug a redstone energy cell or a tesseract direct, those both use rf power and the quarry requires MJ, use one link of redstone conduit between your power source and the quarry and it should start working.
 
if you look at the quarry with waila installed you should see not only if it has power but if it is running (the power will fluctuate)
 
on my server we have also noticed that the quarries will stop when player is out of range (almost like their internal chunk loading is broken) we have just started dropping chunk loaders on them at the default setting (you only need to have the quarry in a  loaded chunk)

sounds like karma from a rage quit....
 
you could try and create a new world with the same conditions (different name) and then copy the all the files into the new directory

Entropy Accelerator
Ages or Cools any block it is used on. This can turn Stone into Cobblestone or cool lava into Obsidian. Water into Ice There are other items too.

and I can add I tried the beta of ic2 last week to get the charge pad for the power suit (or anything you can hold in your hand that can take a charge) server crashed and single player wouldn't even load. so it wouldn't work anyway

as long as you're not opped nor in cheat mode nor in creative, clicking on the item in nei will show you the recipe

so now that Tekkit 1.2.6 is recommended does that make the Tekkit 1.5.2 - 1.1.0 the new tekkit classic? and tekkit classic now is called tekkit ancient?

ok good your server has 4 GB, what about your tekkit client? (this is what I thought you were talking about originally) does the game play fine is single player for each of you?

your pc only has 4 gb ram? that would be why, I have a laptop at home with those stats and tekkit is unplayable. it is resource intensive. even with 1 GB dedicated to tekkit alone the game is laggy
more ram will fix your problem
