Remove NEI plugins from the server. That's a client side only mods.

You have to have the right version on both client and server side.

Servers don't autodownload the right versions of mods.

Disable your antivirus when downloading packs. Most antivirus programs have issues with when programs try to download files from the internet.

There is offline mode already. You have to login with a real minecraft account once on a pack to be able to use it. If this was some sort of request to support people who pirate the game, then get bent

They are buggy. They tend to explode badly if you have even the slightest chunkloader error.
