Do you need the blood and souls on you to do the enchanting?

The Technic Launcher has a gear in the top right. Increase Permgen is one of the options. Big Dig and Hexxit both need increased Permgen. That's were it stores the mods. Hexxit has many and large mods.

I have not detected increased Permgen.

Here's a way to get ender pearls without going to the end. Make a mob hunting blind: mini tower, windows all around, double thickness cobblestone, no obstructions on the observation floor, bed (lowered into the floor, or overhead), anti-zombie door, roof for archery, empty first floor with double thickness ceiling to protect from creeper explosions. Carry a stack each of ladders, dirt, cobblestone and torches for emergency patches. Stay up at night until you see enough endermen. Sleep in a bed to get rid of the skeletons and zombies. Nearby spiders that are already after you and creepers are the only thing left in the way of getting the endermen.

For me NEI being loaded means the server is ready.

You're using Java 7 update 21, update 25 is available. You haven't increased Permgen for the server. Add -XX:MaxPermSize=256M next to -Xmx4G -Xms3G.

The one-off mobs could be getting in fights with the spawner mobs.

Are you protecting somewhere from mobs?

There's plenty of room for something to turn off mob spawning in there. What are they plugins for? You can try the new version of Java (update 25, you've got 21).

You aren't providing enough info. Sort of a setup and stuff you've done to the server log.

Shut down both servers. Start the Hexxit server from launch.bat (for a Windows OS).

Think about the naughty things you've done (to your server) and confess them.

Search for "rift" in NEI, use the stable fabric recipe it saves on ender pearls. Like TokiWartooth said, do it over water so the Endermen are hurt before you have to deal with them, and it's safer to close them. If there are too many they multiply and make it horrible on land.
