The Tekkit Server version is 3.1.3, and the recommended client version is 3.1.2. Either upgrade client to 3.1.3 or downgrade server to 3.1.2. I suggest doing the latter.

Which launcher version do you have? EDIT: You seem to have figured it out already. Dev builds don't work with some older launcher versions.
