Technic, like Atlauncher and MultiMC, do not support Forge for 1.13/1.14/1.15 due to how the forge installation has changed.

That's you using 32bit java and thus only allocating 1 GB RAM. That's not enough anymore since about 1.5.2 for modded minecraft.

Are you on windows? Put the following file in your response: C:\Windows\System32\drivers\etc\hosts. I need the hosts file to check for something. You can check the file yourself with notepad, see if there's any mention of "authserver.mojang.com".

You still have the old pc, right? Make a copy of your old .technic folder, move it onto an USB drive. Download the Launcher on your new computer. Download Steve's Galaxy on your new computer, same version as you were playing on your old computer. Now just copy over the steve's galaxy modpack folder from the .technic folder ON YOUR USB DRIVE. Open Steve's galaxy modpack, try your save.

Modpack.jar.jar (remember that part where you had to rename the forge universal to modpack.jar? In your case, it should've been just modpack.) Also, why on earth did you package the whole thing in a jar? It should be a zip...

Use the NORMAL technic launcher. It won't help if you keep using the cracked one.

Increase RAM under Launcher Options -> Java Settings. 5-6 GB should help.

Yeah, there are two lines in there that indicate usage of MCleaks. Go to their website and look up the correct way to uninstall MCleaks. Simply removing the program doesn't prevent these issues.
